Policy Decisions Drive Dramatic Decline in SNAP Participation
The budget reconciliation law (H.R. 1) slashed SNAP, our nation’s first line of defense against hunger, by $187 billion and introduced harmful provisions. One year later, over 5 million people, including households with children, people with disabilities, older adults, and veterans, have lost access to the nutrition they need at a time when gas and grocery costs are skyrocketing.

October 1, 2026, marked the start of a new federal fiscal year — FY 2027 — and with it, the beginning of one of the major changes to the Supplemental Nutrition Assistance Program (SNAP) included in the 2025 budget reconciliation law, H.R. 1: the SNAP administrative cost shift.
On September 10, the U.S. Census Bureau published a Notice of Proposed Rulemaking (NPRM) that would have enormous negative impacts on the accuracy and fairness of the 2030 Census and beyond.
As the District of Columbia. and Maryland enter a new fiscal year, families are facing significant changes to the Supplemental Nutrition Assistance Program (SNAP) at a time when access to critical federal nutrition programs isunder growing pressure.
