WASHINGTON, April 24, 2026 The Food Research & Action Center (FRAC) today announced that Daaiyah Bilal-Threats, senior director of Education Policy & Implementation Center (EPIC) at the National Education Association (NEA), America’s largest labor union, and Dave Carter, director of Regional Technical Assistance Coordination for the indigenous-led Flower Hill Institute, have joined its board of directors, effective April 2026. “Daaiyah and Dave bring a depth of experience to our board,” said FRAC President Crystal FitzSimons. “Their knowledge, skills, and dedication will be instrumental as we advance our mission to build a nation free from hunger.”

Bilal-Threats is widely respected for her work to build and secure policy advances and programs to strengthen America’s public education system. She currently oversees NEA’s EPIC, a center that aims to bring evidence-based policy ideas and thought leadership to a variety of domestic and global education policy issues, such as health and safety, disability rights and inclusion, and international affairs.

Carter helps lead the institute’s technical assistance network, established by the U.S. Department of Agriculture’s Agricultural Marketing Service in 2022 to support the fair marketing of agricultural products, including meat and poultry, produced in America. To date, he and his team have fielded more than 1,600 requests from farmers, ranchers, and producers seeking technical assistance for federal grant applications, marketing plan development, supply chain management, byproduct utilization, and workforce development — ultimately strengthening the agricultural supply chain and making sure goods move from farmers to food retailers.
