WASHINGTON, Nov. 7, 2025 – After a long, chaotic, and unnecessary delay, the Food Research & Action Center (FRAC) is pleased that the courts have not stopped full SNAP benefits from moving forward. The U.S. Department of Agriculture (USDA) has finally issued guidance and taken action to allow states to provide full November SNAP benefits for the 42 million Americans who rely on the program to put food on the table.
The Trump administration all along had both the power and the authority to ensure that SNAP benefits continued uninterrupted but chose not to act until a court order forced it to do so. Meanwhile, millions of Americans already struggling to make ends meet were left scrambling to feed their families and experienced undo stress and anxiety with confusing messages coming from the administration. States were left without guidance to navigate this unprecedented humanitarian crisis. Seen timeline and harm of the delay.
SNAP is our nation’s first line of defense against hunger. The program helps ensure that children, older adults, people with disabilities, veterans, and others have access to the nutrition they need to thrive and has lifted millions out of poverty. It also boosts revenues for food retailers and farmers while stimulating local economies.
Given all of SNAP’s strengths, it is not surprising that a recent survey found that 80 percent of voters across party lines want the Trump administration to use emergency funds to pay for November SNAP benefits. Looking forward, it is important to also note that the majority of voters across party lines have a favorable opinion of SNAP.
Instead of undermining SNAP, this administration and Congress should be doing everything it can to protect and strengthen it. Yet, earlier this year, Republicans in Congress passed a harmful budget reconciliation law (H.R. 1) that includes unprecedented and devastating cuts to SNAP.
We urge Congress and the Trump administration to reflect on the harm caused by the delay of November SNAP benefits on their constituents and the economy, and to adhere to voters’ support of SNAP and repeal the harmful provisions in H.R. 1.
